You Spoke - We Listened!
In the spring of 2006, the Glen Ellyn Park District presented voters with a referendum that was defeated. After thoughtful review and dialogue with residents, the park district decided to make significant changes to the proposed referendum as a direct result.

Realizing that residents place a high value on preservation, the park district now proposes renovating Main Street Recreation Center instead of razing and rebuilding. To address the need for additional recreation space and gymnasiums, a multi-purpose facility is now proposed for Ackerman Park.

Because open space continues to be a high priority in our community, plans to acquire land remain the same as in the March 2006 referendum. In response to community sentiment, plans to enlarge Lake Ellyn Boathouse have been eliminated, effectively reducing the amount of funding the park district seeks from $12.5 million to $11.9 million.

Just as with the prior propsal, this new plan will maintain the park district's referendum debt at its curent level. Because the park district's current referendum debt will be paid off in 2007, a new bond issue will enable us to implement these projects at no additional cost to taxpapers.

The total referendum request is for $11.9 million. If approved, the park district's referendum debt will remain at its current level for approximately 11 years. There will be NO ADDITIONAL COST to taxpayers for the proposed improvements because existing referendum debt will be paid off in 2007. The new debt will replace the retiring debt.

Main Street Recreation Center (MSRC) is part of Glen Ellyn history. Its architectural style and detail contribute to the character of our community. Thousands of residents have passed through its doors since its earlier use as an elementary school.

Because residents this spring indicated the presence of MSRC in Glen Ellyn is highly valued, the park district now plans to renovate it with funds generated from an approved referendum.

Renovations would include a new roof, windows, bathrooms, electrical and plumbing upgrades, HVAC, tile, carpeting and painting. The existing exterior of the building will be preserved.

In keeping with our Mission Statement, the park idstrict is committed to acquiring open space when available. For example:

Lake Ellyn Park exists today because it was purchased for recreational use in 1920.

Ackerman Park was created in 1966 with the purchase of 25 acres. Thirty-two additional acres have since been purchased to make it the park it is today.

Maryknoll Park was created as a family park in 1999 after working with Village of Glen Ellyn, State of Illinois and Forest Preserve District of DuPage officials to purchase and improve the park.

Churchill Park was established in 1972 and further expanded and improved in 1997 and 2001.

Funds generated from an approved referendum will enable the park district to purchase additional land that is contiguous to existing park district land.

Estimated Cost: $2.5 million

As our community continues to grow, the Glen Ellyn Park District continues to look for ways to serve our residents. Each year, the park district:

Servies 36,000 people who participate in athletic, cultural and general interest programs.

Offers more than 2,000 programs for people of all ages, from birth through seniors.

Employs the largest number of resident youth and young adults in the community.

With funds from an approved referendum, the park district plans to build a multi-purpose facility at Ackerman Park. This facility would include three full-size basketball courts, a three-lane walking track, locker rooms, small meeting area and a multi-purpose athletics area.

For every $100,000 in market value, the referendum would cost $23.31 per year to the property owner. This means if the proposed referendum does not pass, you will realize a savings as illustrated by the table to the left.



Glen Ellyn Park District Secures AA Bond Rating
The Glen Ellyn Park District has been awarded a AA Bond rating on General Obligation limited-tax park bonds. According to Standard and Poor’s stable outlook rating, the park district maintains sound financial operations with adequate reserves and has limited debt needs. The bonds are secured by the district’s debt service extension base, which is limited as to the amount but unlimited as to the rate.

What does a AA Bond rating mean?
In the most recent selling of bonds, the interest rates came in approximately 10 basis points under projections for a non-rated bond issuance. Lower interest rates allow more funds to be available for capital projects. The S & P rating through an online sale also generated 12 bidders for this sale. The Glen Ellyn Park District is one of only two park districts in Illinois to receive a AA rating. The Chicago Park District is the other agency.

An insurer rated AA has VERY STRONG financial security characteristics, differing only slightly from those rated higher. The Park District was interviewed by 2 experienced and professionally qualified analysts to assess our financial stability and future growth. The following characteristics describe the Park District:

  • Sound financial operations with adequate reserves
  • The reserves in operating funds are consistent with Board driven policy
  • The Park District has a clear thought out approach to long range planning
  • The Park District has knowledge of the market and the relevance to the community

Through professional fiscal management by the Park District staff and Board, the community will continue to reap the rewards of these efforts as we plan for our future.
